Il fut construit par les architectes Roguet et Dumoulin, et par la volont\u00e9 d&rsquo;Emile Morinaud d\u00e9put\u00e9-maire de Constantine. Sa construction d\u00e9buta fin 1918 et fut inaugur\u00e9 en 1930 par le pr\u00e9sident de la r\u00e9publique Gaston DOUMERGUE. Il sera le premier monument de France a \u00eatre \u00e9lev\u00e9 en m\u00e9moire des combattants de la \u00ab\u00a0grande guerre\u00a0\u00bb.
